30 Haziran 2012 tarihli Resmi Gazete’de yayımlanan 6331 sayılı İş Sağlığı ve Güvenliği (İSG) Kanunu ile Kanuna bağlı olarak çıkarılan Yönetmelik ve Tebliğlerden oluşan ilgili ikincil mevzuat, İSG alanında ciddi bir dönüşüme işaret etmektedir. Bu dönüşümün sanayinin tüm sektörlerince anlaşılması, uygulamaya geçişi hızlandıracak ve mevzuata dair bilgi eksikliği ve yanlış anlaşılmalardan kaynaklanabilecek potansiyel sorunların engellenmesinde, maddi ve manevi büyük kayıplara sebep olabilecek hataların önlenmesinde önemli katkı sağlayacaktır. Bu doğrultuda söz konusu mevzuata ilişkin bilinçlendirmenin ve İSG farkındalığının oluşturulması ile toplumsal “güvenlik kültürü”nün gelişmesine katkıda bulunması amacıyla Sendikamız tarafından “İş Sağlığı ve Güvenliği Mevzuatına Uyum Projesi (İSG-UYUM)” geliştirilmiştir. Sendikamızca geliştirilen bu proje, Çalışma ve Sosyal Güvenlik Bakanlığı İşçi Ücretlerinden Ceza Olarak Kesilen Paraları Kullanmaya Yetkili Kurul tarafından onaylanmış ve proje bütçesinin tamamı söz konusu Kurulca fonlanmıştır.

Projenin yürütüleceği iller Erzurum, İzmir ve Kayseri olarak belirlenmiştir. Batı, Orta ve Doğu Anadolu Bölgesi’nden belirlenen iller, coğrafi anlamda eşit dağılım sağlamak ve bölgesel hinterlandı buluşturabilmek amacıyla bulundukları bölgenin sanayi merkezi konumunda olmalarından ötürü seçilmiştir.

Projenin hedefi, Türkiye’de öncelikli olarak çimento sektöründe olmak üzere projenin yürütüldüğü illerdeki sanayinin tüm dallarında İş Sağlığı ve Güvenliği Kanunu ve ilgili ikincil mevzuatın doğru anlaşılarak uygulanmasına yönelik kaynaklar oluşturarak (internet sitesi kurulumu, aplikasyon geliştirme, basılı mevzuat vb.) ve eğitimler vererek İSG bilincinin artırılmasına ve İSG kültürünün geliştirilmesine katkı sağlamaktır.

Proje kapsamında verilecek eğitim seminerlerine KOBİ çalışanları ve çalışan temsilcilerinin katılması, sanayinin farklı kollarında İSG alanındaki yapısal dönüşüm hakkında farkındalık oluşturarak bilinç arttırılmasını sağlayacaktır. İş sağlığı ve güvenliği ile ilgili çalışmalara katılma, çalışmaları izleme, tehlike kaynağının yok edilmesi veya tehlikeden kaynaklanan riskin azaltılması için tedbir alınmasını isteme, tekliflerde bulunma ve benzeri konularda çalışanları temsil etmeye yetkili kişiler olan “çalışan temsilcileri”nin mevzuata hakim olmalarının da büyük önem arz etmesi nedeniyle, çalışan temsilcileri, projenin en önemli hedef grubunu oluşturmaktadırlar.

Ayrıca, işyerlerinde iş sağlığı ve güvenliğine ilişkin gerekli eylem planlarının ve stratejilerin belirlenmesinden ve uygulanmasından sorumlu olan İSG Profesyonelleri (iş güvenliği uzmanı, işyeri hekimi, sağlık personeli) ve insan kaynakları yöneticileri projenin diğer hedef grubunu oluşturmaktadır.30 June 2012 published in the Official Gazette No. 6331 Occupational Health and Safety (OHS) Act and the Regulations issued in relation to the law and the relevant secondary legislation consists of the Communiqué, indicating a significant transformation in the field of OHS.
